Finland Introduces Stricter Citizenship Rules, Extending Residency Requirement

Finland has revised its Citizenship Act, increasing the residency requirement for immigrants from 5 to 8 years, effective October 1, 2024. The requirement for applicants with strong language skills remains five years.

Time spent without a residence permit, including asylum processing, will no longer count toward residency. The new rules also simplify counting days spent abroad, allowing a maximum of 365 days abroad as part of the residency period.

Approximately 28,000 citizenship applications are pending, and Finland aims to clear the backlog by 2027. The Finnish Immigration Service expects the number of applications to rise under the revised law.
