The German Family Reunion Visa is a German long-stay visa. It is issued to bring family members of German residents to Germany.
The citizen of third-country who is legally residing in Germany can bring their non-German family members who live outside the European Union, whether permanent or temporary. Non-EU citizens can apply for it.
If a citizen of the European Free Trade Association, European Economic Area or European Union wishes to join their family in Germany, they must be financially self-sufficient. They are not needed to acquire a Work Permit or a Residence Permit to work.

Parent
If a minor from a third-world country is a resident of Germany, his biological or adoptive parents are granted a residence permit to join the minor.
Spouse
If you want to bring a registered partner or spouse to Germany, you need to get a Spouse Visa. For that, you both should be older than 18. The immigrating spouse or registered partner must also have essential German language capability. Moreover, the German resident should be able to finance their spouse or partner.
As for applicants in polygamous marriages, if the sponsor already lives in Germany with a spouse or registered partner, no other spouse or partner shall be granted a visa to join them.
Adult Children
The candidate must not be married if they wish to bring their adult children to Germany.
Minor Children
Parents of minor children legally residing in Germany can apply to have their child join them if they have custody and care of the child.

Fees
A long-term family reunion visa (category D) costs 75 euros for adults. Furthermore, the fee is 37 euros for children under 18. Fees are non-refundable.
It is unusual for the validity of visas to be extended and is only done under exceptional cases. Only a foreign authority in Germany can do it that cover the place of residence of the tourist or visa owner.
